New Zealand Is About to Stop Giving Antibiotics to Healthy Cows
A tube of antibiotic into each quarter of the udder, every cow, every year. Around 80 percent of them had nothing wrong with them. Here's why it happened, and why it's ending.
At the end of a dairy cow's lactation she gets dried off. She stops being milked, and she has six to eight weeks with a calf coming and no milking routine.
That dry period is when udders get infected. So for decades, standard practice in New Zealand was a tube of antibiotic squeezed into each of her four quarters on the way out. Not because she had mastitis. Because she might get it.
Every cow. Every year. It's called blanket dry cow therapy, and it is about to become very difficult to do legally.
The scale of it
DairyNZ says mastitis control, dry cow therapy included, accounts for about 85 percent of all antibiotics used on New Zealand dairy farms. Not most. Nearly all.
In 2018 a DairyNZ senior scientist estimated around 70 percent of farmers were still treating every cow at drying off, with the other 30 percent being selective. That figure is eight years old now and the balance has shifted, but it tells you what normal looked like within living memory.
Here's the number that sits underneath it. VetSouth puts it plainly: 80 percent or more of cows don't have an active infection at drying off.
So four out of five animals were getting a course of antibiotics for a disease they didn't have.
It wasn't stupid, it just stopped making sense
Worth saying, because it's easy to read that and assume carelessness.
Mastitis is the single biggest health cost in dairy farming. DairySmart puts the average case of clinical mastitis at $496 all up. When you have 400 cows, you can't inspect every quarter of every udder, and a tube costs a few dollars, the arithmetic of treating everyone is not hard to follow.
What changed is that a good alternative arrived. An internal teat sealant is exactly what it sounds like: a plug, no antibiotic, that physically blocks the teat canal through the dry period. DairyNZ's own research summary puts cure rates using sealant alone at around 85 to 90 percent, against over 90 percent when antibiotics are used alongside it.
A few percentage points, in exchange for not dosing 80 percent of a herd. That's the trade the industry has been arguing about for a decade.
And the evidence kept narrowing the case for blanket treatment. Recent New Zealand research found only herds with a bulk milk somatic cell count above 250,000, and rising by more than 50,000 in the final three months of the season, actually benefited from treating everyone. That's likely fewer than five percent of herds.
Which means for 95 percent of farms, it was doing nothing that a sealant wouldn't do.
What's actually changing
The Veterinary Council of New Zealand has updated its statement on authorising dry cow antibiotic therapy, and enforcement steps up from 1 January 2027.
You'll see vets calling this new legislation. It isn't quite. It's a professional standard for veterinarians, instigated by MPI's agricultural compounds arm and overseen by the Veterinary Council, with DairyNZ and the milk processors behind it. But since a farmer can't buy dry cow antibiotics without a vet authorising them, the practical effect is the same.
The shift is from a vet being expected to justify the herd to a vet having to justify each individual cow. The authorising vet must have had enough contact with that herd, must be part of an ongoing udder health programme, and must have the data. Where there's no herd test information, individual cows have to be tested to work out which are infected.
Blanket treatment doesn't become illegal. It becomes something you have to argue for, cow by cow, with evidence.
Why it's changing, which is the part worth noticing
Two reasons, and neither one is you.
The first is antimicrobial resistance. Dosing animals that aren't infected is textbook selection pressure for resistant bacteria, and prophylactic antibiotic use in farming is banned across much of Europe for exactly this reason.
The second is trade. One veterinary practice's briefing to its clients puts it more bluntly than any official document does: our free trade agreement with the EU runs on equivalence, and using antibiotics to prevent mastitis over the dry period isn't permitted in many parts of Europe.
So the thing that finally moved this was market access. Hold that thought.
The fair version
New Zealand dairy is not a heavy antibiotic user by international standards. A 2016 study of 78 farms calculated about 1.7 cow-days of antibiotic use a year here, against 5.4 in the United States and 5.3 in Canada and the Netherlands.
That study is now a decade old and use has fallen further since. If you're picturing American feedlot medicine, that isn't this.
What it means for what you eat
Almost nothing, in terms of residues. Every one of those treatments carries a withholding period, and MPI's residue testing found no results above maximum levels in cattle for the year to June 2025. The milk gets dumped, the meat stands down, the system works.
But a withholding period clears the drug out of the animal. It does nothing about what the drug did while it was in there. Resistant bacteria selected in a cow's udder in April don't wait around for the stand-down to finish.
That's the actual stake, and it isn't on your plate. It's in the shared pool of antibiotics that still work.
One item on a long list
Here's where I'd stop myself before feeling too pleased about this.
Dry cow antibiotics are one thing a cow receives. Go back through what else she gets and the list runs to anthelmintic drenches, pour-ons for lice and ticks, trace element supplementation, zinc through the facial eczema season, vaccines, teat sealants, and treatments around calving.
Not one of those is touched by the 2027 change. Not one of them appears on the declaration that follows her to the works, because the form's own definitions exclude parasiticides, vaccines, trace elements and zinc from what counts as an antimicrobial.
And MPI still concedes that when more than one medicine is used at the same time, there's no residues data, so a blanket default applies instead. Nobody is reviewing whether her drench and her pour-on and her zinc interact.
One item on the list got fixed. The list didn't get shorter.
Who this changed for
Which brings me to the thing I can't stop noticing.
The reason dry cow therapy is the item that moved is that Europe objected to it. Not because a New Zealand shopper asked, and not because anyone found a residue in a New Zealand supermarket.
That's not an accusation of bad faith. It's simpler than that, and harder to argue with. Nothing in the system rewards telling a domestic shopper anything, because a domestic shopper cannot withdraw market access. An importing country can. So when the two happen to want the same thing, we get the change, and when they don't, we get whatever the export customer will accept.
Look at where it turns up once you know to look for it. The form that follows the animal exists to determine export eligibility. MPI's page on withholding periods says they protect consumers or trade, in the same clause. Folic acid ended up in your bread not because bakers chose it but because a government mandated it. Our best organic produce leaves the country because that's where the premium is.
The public interest gets served here mostly when it arrives attached to a customer or a statute.
So the honest answer to "is this good news" is yes, and also: notice what carried it, because the same mechanism explains everything it left alone.
What organic already required
BioGro's livestock standard has prohibited routine or scheduled use of any interim animal health remedy for years. Not restricted it, prohibited it. Treat an animal and she loses certification for the following twelve months and spends at least 48 hours in a quarantine paddock, which itself then loses certification for a year.
For meat exported to the United States under the National Organic Program it's absolute: an animal treated with an antibiotic can never supply certified meat or milk.
So the practice New Zealand is phasing out over the next eighteen months has been prohibited in certified organic dairy the whole time. That isn't a gotcha. It's just what the certification was buying, quietly, while the rest of the system waited to be asked.
None of this was hidden, either. It's in DairyNZ's technotes, in vet newsletters, in Veterinary Council statements. Any farmer would happily tell you about dry cow tubes.
It's just that nobody ever had to, and you were never going to go looking in a technote.
